About Nagla Stevens
I am a Senior Solicitor with 14 years’ experience in Invicta Law’s Planning and Highways team. I was educated at University of West London, UCL and the College of Law London and qualified as a solicitor in 2005 and joined Invicta Law in 2019. I have worked for both Central Government Organisations and Local Authorities.
I was a planning lawyer in a central London local authority for many years, working on a full range of planning matters, including: ‘JR proofing’ reports to planning committee with a view to avoiding legal challenges, attending planning committee to advise officers and councillors during the decision-making process, assisting officers in the preparation for both large scale and small scale public inquiries, defending statutory challenges and judicial reviews; drafting and negotiating a variety of section 106 agreements.
I also have experience in advising in respect of the service of planning enforcement notices and the grant of advertisement consent including enforcement thereof, drafting section 177 Highways licences and sections 38/278 Highways Agreements, advising in respect of stopping up orders and tree preservation orders, considering heritage and conservation issues including Article IV Directions and providing advice in relation to all documents encompassed in the development framework and assisting in the preparation of planning policy.
During my time with the Government Legal Department, Nagla also acted as a litigator advising the Planning Inspectorate, the Secretary of State, the Welsh Ministers and Department for Transport in relation to planning and highways related litigation in the High Court, the Court of Appeal and Supreme Court.
I have experience in drafting secondary legislation, giving me a unique set of skills. Clients have commended my pragmatism and focus on delivering practical solutions to those I advise.
