About Nina Lingard

After completing her Common Professional Exam and Legal Practice Course at the College of Law at Chester in 1998 and training in private practice, Nina qualified as a Solicitor in January 2001. She achieved a Masters in Employment Law in 2002 from the University of Central Lancashire, qualified as an accredited mediator in 2005 and was recommended in the Legal 500. Nina joined Invicta as a consultant in July 2021 having worked with several large LA in-house legal teams.

As well as advising on all aspects of employment law, Nina was the first solicitor in the UK to deal with matters under the Joint Negotiating Committee for Chief Officers of Local Authorities (JNC) Handbook and reported her findings back to the JNC. She has driven investigation and disciplinary committee (IDC) matters relating to statutory officers including Chief Executives, Monitoring Officers and s151 Officers. Nina has worked closely with several Monitoring Officers to compile reports and advise and train committees ensuring that the JNC Handbook is followed to the letter.

Nina has addressed a number of standards complaints against councillors, reviewed findings and liaised with the relevant Independent Persons (IPs).

Nina has drafted amendments to several Council’s Constitutions and presented reports to Constitutional Review Committees.
