A Pioneering Journey in Public Sector Legal Practice

15 April 2024

In 2016, Kent County Council launched a ground breaking project to transform its in-house legal department, Kent Legal Services, into one of the first private practice firms wholly owned by a local authority – Invicta Law.

This transition was more than a simple rebranding; it marked a fundamental shift in how the local authority operated, moving from providing legal services internally to functioning as an independent commercial enterprise.

An ABS license was granted by the Solicitors Regulation Authority in April 2017, and two months later, the freestanding company Invicta Law Limited was launched. Today, Invicta Law is part of the Commercial Services Group, which is ultimately owned by Kent County Council.

This independence has enabled Invicta Law to harness the collective expertise of its legal team, providing specialised legal services not only across Kent but to public sector bodies throughout the United Kingdom.

Today, Invicta Law stands as a testament to the power of purpose-driven legal practice. It is one of the largest specialist public sector law firms in the country, serving a diverse range of clients including county, borough, and district councils, schools, community organisations, and blue light services.

The firm offers a consistent, cost-effective, and client-centred service across four specialist areas: Child Protection, Adult Social Care, Asylum and Employment, and Privacy and Governance.

We Are Our People

At the heart of Invicta Law is a team of 97 dynamic, dedicated lawyers and support staff committed to achieving the best possible outcomes for clients.

Leading the team is Kam Singh, Director of Law since November 2022. With over three decades of experience in social care legal teams and a decade-long tenure on the Law Society’s Children Panel (2008–2018), Kam brings deep expertise and a strong dedication to supporting society’s most vulnerable.

Her vision for Invicta Law is clear: to be an employer of choice for staff and a provider of excellent service for clients.

“What sets us apart is not just our public sector legal expertise, but also our understanding of the unique challenges local authorities face,” says Kam. “We’ve been where they are, giving us a first-hand perspective that allows us to advise with empathy and insight.”

The team is committed to partnering with clients, delivering clear, practical legal advice and working together to tackle challenges. Invicta Law’s client charter reflects this commitment to:

  • Providing the right advice at the right time;

  • Working with you to find the best solution;

  • Combining public sector knowledge with a commercial approach;
